I have had the honor and privilege to serve with Mr. Todd Martin as part of the Virginia Department of Transportation (VDOT) leadership team for the last six years. Todd managed our 24/7 Traffic Operations Center in the Hampton Roads District, a critical component to our Agency's mission, during that timeframe and was a direct report to me in that role.
I have known him to be an outstanding leader, possessing all the necessary qualities you would expect in a superstar. He led by example in every endeavor at VDOT and quickly gained the respect of his team and superiors alike. His integrity is unmatched and more importantly, he understands not only how difficult it can be but how important it is to hold a standard with all that you do in life.
Mr. Martin displayed nothing but pure excellence during his time with VDOT and I have the utmost confidence that he will continue to excel in all future challenges. He has my highest recommendation to serve the community in a leadership position at the earliest opportunity.​

A Heart for Children
I've known Todd for 47 years! Throughout this time, I've come to see him as someone who genuinely cares about children. I've witnessed him inspire many kids to pursue a quality education and think ahead for their futures. It's been heartwarming to see him extend that same support to my children and grandchildren. Steadfast Leadership
I’ve known Todd Martin since 1998, he was actively involved in ministry, especially with youth and children's programs at the church we both attended. My children, niece, and nephew initially referred to him as Mr. Todd, but he quickly became 'Uncle Todd' to all the youth at the church. In our Hispanic culture, being called 'Tio' represents a special family connection, which makes his role even more meaningful for us. Todd continues to provide guidance and advice to them whenever they need it. Todd's influence fostered a close-knit community among the youth in our church.

When I heard that Todd was running for the Franklin County School Board, I couldn't help but question why he would want to take on such a big responsibility after retirement. But knowing Todd, I realize he never backs down from a challenge and has a true passion for all children, no matter their age or background—that’s exactly why he's taking this on. His talent for recognizing the potential in every child, combined with his warm personality, makes him a natural favorite among kids. I have so much confidence in Todd and his wife that my wife and I ask them to be godparents to our children.
